The flight rule is defined to keep the Spacecraft pointing without violating the pointing constraints.

The flight rule for keep-out zone is defined as following:
    - When cassini is 8 Rs from the Saturn, and within 1 Rs from the ring plane,  Spacecraft -YAxis
       must not be within 80.0 degree looking into Dust ram direction
   - SC X axis must not be within 90 degree from SC-Sun line
   - SC -Y axis must not be withing 30.0 degree from SC-Sun line
Any of the condition happens, it is a keep out zone.

* Ring plane is the same as the equatorial (spin) plane.
